  • The lawful use of force under Article 35 — New York’s duty to retreat, the narrow “castle doctrine,” the reasonableness standard courts actually apply, and what happens in the hours after a self-defense incident
  • Sensitive locations — the places where a valid carry license is no defense at all, and the storage gap that catches good-faith licensees
  • Restricted locations — why New York flips the default rule on private property open to the public
  • The license application process — how New York’s post-Bruen requirements work, what sinks applications, recertification and amendment traps, and the narrow paths available to non-residents
  • What’s legal and what isn’t — the SAFE Act’s assault weapon definition, magazine rules, suppressors and short-barreled firearms, ammunition, and body armor

Peter H. Tilem, Esq. is the founder and principal of Tilem & Associates, P.C., a White Plains, New York firm with a statewide firearms and criminal defense practice.

Before entering private practice, Mr. Tilem served as a firearms prosecutor at the New York County District Attorney’s Office, where he tried and supervised gun cases under New York’s weapons statutes. He now spends his career on the other side of those same prosecutions — defending licensed and unlicensed gun owners charged under the Penal Law’s weapons provisions, litigating license denials, suspensions, and revocations, and handling forfeiture and firearms-return matters across New York State.

He advises clients on New York’s Concealed Carry Improvement Act, the SAFE Act, New York City’s separate licensing regime, and the lawful use of force under Article 35 of the New York Penal Law. He is the founder of NY TAC DEFENSE, a legal program built specifically for New York gun owners, and publishes regularly on New York firearms law through the firm’s YouTube channel, blog, and website.

Mr. Tilem is admitted to practice in New York, Connecticut, and before Federal Courts throughout New York and Connecticut, including the United States Court of Appeals for the Second Circuit and the United States Supreme Court.
